Smart cities across Europe and Asia are surging ahead in the global rankings, leaving their North American counterparts trailing, according to the 2024 Smart City Index released in April. This year’s report, produced by the IMD World Competitiveness Center’s Smart City Observatory in collaboration with the World Smart Sustainable Cities Organization (WeGO), highlights the evolving landscape of urban innovation and quality of life.

What is a smart city?

A smart city is defined as “an urban setting that applies technology to enhance the benefits and diminish the shortcomings of urbanization for its citizens,” according to the IMD. This involves leveraging cutting-edge infrastructure and technology to improve the performance of the city and the quality of life for its inhabitants. Leading smart cities focus on technology and initiatives that enhance green spaces, cultural events, and social interactions, aiming to create a more inclusive and sustainable urban environment.

These cities have excelled in implementing innovative strategies to attract and retain talent, foster sustainable investment, and address geographical inequalities and social inclusion.

European dominance and Asian ascendancy

Seven European cities make the top 10. Zurich tops the index, followed by Oslo and Geneva, reflecting the region’s commitment to technological advancement and quality-of-life improvements. These cities have combined smart technology with initiatives to enhance their citizens’ overall well-being.

Asia is also making significant strides, with Singapore leading the charge at 5th place. Singapore has consistently ranked among the top positions since the index’s inception in 2019, demonstrating its robust infrastructure and forward-thinking policies. Other notable Asian cities include Beijing (13th), Taipei City (16th), Seoul (17th), and Shanghai (19th), indicating the region’s growing influence in the smart city arena.

North American cities falling behind

For the first time since the Smart City Index began in 2019, no North American city made it into the top 20. The highest-ranking U.S. city is New York City, coming in at 34th, followed by Boston at 36th and Washington D.C. at 50th. This decline is particularly evident in cities like Washington D.C., Denver, and Los Angeles, which have dropped significantly in the rankings over the past few years.

The importance of trust and governance

“Cities must design and adopt strategies that can resist the test of a future plagued with growing uncertainties,” said Bruno Lanvin, President of the Smart City Observatory. As urban areas face increasing health and climate-related challenges, along with international tensions, the importance of trust and good governance is more critical than ever. Lanvin emphasized that artificial intelligence (AI) could play a pivotal role in making cities more human-centric, enhancing both governance and the overall quality of life.

The role of AI in smart cities

AI’s role in city design and management is set to increase, potentially creating more human-centric environments. This includes using AI to optimize urban planning, improve public services, and enhance citizen engagement. While it may seem counterintuitive, AI can help cities become more responsive to human needs by providing data-driven insights and automating complex processes, ultimately leading to more efficient and livable urban spaces.

The 2024 Smart City Index highlights the dynamic and evolving nature of urban innovation.
